New South Wales
- Stephen Penfold – Managing Director, Risk Services

Stephen has worked in the insurance industry for over 30 years in underwriting, client service and insurance broking roles. Prior to joining JLT in 1994 he held state and national underwriting management positions with GIO Australia.
Stephen is Managing Director of the Risk Services division which specialises in providing insurance broking services and self insurance schemes for Australian Local Government & Government entities. He is also the General Manager of Echelon Australia which provides consultancy services across Australia in the areas of Claims Management, Loss Adjusting, Risk Management and WorkCare services.

- Joe Zammit – General Manager, NSW Risk Services Division.
ANZIIF (Senior Associate), Dip Fin Serv (Broking), QPIB
Joe has 29 years of broking experience of which the last 18 years have been with JLT in various client service roles. He has a special interest in Workers Compensation and Business Interruption insurance.
Joe has been responsible for the design, placement and servicing of a wide range of major national and international accounts a number of which have been in the food and beverage and retail industries.
Joe is now the General Manager of the Risk Services Division in NSW and assists in the placements of the Local Government Mutuals.

Western Australia
- Leon Lawrence – General Manger
Leon has had over 35 years experience in the insurance industry, with extensive experience in the long term liability business. He has specialised in risk management and alternative methods of risk funding.
Leon has been in WA for the past 15 years as CEO of Jardine Lloyd Thompson Risk Services which incorporates Local Government Insurance Services.
He is the inaugural and ongoing CEO of LGIS, and has well demonstrated his skills and expertise in the continuing success of the Local Government Self Insurance Schemes.

Queensland & Northern Territory
- Russell Ditchburn – General Manager
Russell is responsible for the management of the Queensland and Northern Territory Branch of Jardine Lloyd Thompson’s Risk Services Division leading a team of over forty risk professionals.
Russell draws upon his fourteen years experience as an officer of the Brisbane City Council in the areas of finance, claims management and risk management and a further thirteen years experience servicing local government, state government and semi government clients in Queensland and the Northern Territory as a Broker and Branch Manager.
In addition to his management responsibilities, Russell has daily hands on involvement and responsibility for the provision of client services to JLT customers.

South Australia
- Gary Okely – General Manager
Gary has managed Insurance Broking and Self Insurance Services for more than 20 years in both the Corporate and Risk Service areas.
Having worked in both Australia and Asian markets, Gary is currently responsible for Management of our Risk Services Operation in South Australia and the development of our national Community Groups initiative Local Community Insurance Services.

Victoria/Tasmania
- Bob Falzon – General Manager
Bob has 35 years experience in the insurance industry, involved in underwriting, broking, claims and risk management, workers compensation and administration. He commenced with Jardine Lloyd Thompson in March 1986 as manager of its Victorian Local Government Operations.
He has extensive experience with local government and government insurance as well as the development of self-funded programmes. Bob has a Diploma of Financial Services (Insurance Broking) and is a Qualified Practicing Insurance Broker.
